Recruiting Tools for Police: Officer Referral Programs

recruiting tools

The most effective recruiting tools for police are not on a billboard or in a recruitment video. They are wearing your badge right now. Every officer on your department knows someone who has thought about this job. The question is whether your agency gives those officers an easy way to make the introduction, and whether you follow through fast when they do.

Most agencies do not. They fund advertising first and treat referrals as an afterthought. The research says that is a mistake. Personal connection is the biggest single driver of who becomes a cop. A police referral program is simply a way to organize that connection on purpose instead of leaving it to chance.

Referred hires stay longer

A study published in the Quarterly Journal of Economics by Stephen Burks et al. analyzed personnel data from nine large employers. Referred applicants were more likely to be hired and more likely to accept offers. Once on the job, they were substantially less likely to quit. An earlier version of the research put the drop in quit rates at 10 to 30 percent.

The researchers also found that people tend to refer others like themselves. Strong performers refer strong candidates. That is a powerful argument for building your officer referral program around your best people, not just anyone who fills out a bonus form.

Why most police referral programs fail

Plenty of agencies already offer referral bonuses, and many are generous. Long Beach pays a $5,000 bonus for referring a lateral officer and $3,500 for referring a recruit. Los Gatos offered up to $10,000 for referring a lateral who completes field training.

Money alone does not make a program work, though. In St. Louis, the police department paid just 29 referral bonuses between 2023 and 2025. In 2026, the Board of Police Commissioners proposed larger bonuses to get more officers participating.

The problem is usually the process. Here is where referral programs break down.

The referral has no clear path

Many programs still run on paper. An officer prints a form, fills it out, sends it to human resources or writes a memo to the chief, and hopes someone acts on it. If referring a friend takes more effort than texting them a link, most officers will not bother.

Nobody can track it

If the referral is not captured the moment the candidate applies, you get disputes over who gets credit, bonuses that never get paid, and officers who quietly stop referring. Some agencies require the applicant to list the referring officer on the application, which works only if the candidate remembers and the field actually exists.

The referred candidate gets the same slow process

A referral is the warmest lead you will ever get. Someone who already trusts your agency vouched for this person. Then the candidate waits weeks for a callback, and the officer who vouched for them looks bad.

Speed matters here more than anywhere. Research analyzing millions of hiring interactions found that replying just one hour slower than a competing employer cut the odds of landing a candidate by about 46 percent. A referred candidate who hears nothing for two weeks is a candidate your neighboring agency will hire.

What a working referral program looks like

San Francisco offers a useful model. Starting in July 2026, every SFPD employee, sworn and professional staff alike, received an individual referral QR code. The department tracks applications submitted through each code. At the end of the fiscal year, the top five recruiters for entry-level candidates and the top five for lateral candidates each earn a $5,000 bonus.

That structure fixes the three failure points above. Referring is easy, credit is automatic, and results are visible. Here is how to build the same thing at your agency:

  • Give every employee a personal referral link or QR code. Officers should be able to share it by text in seconds.
  • Capture the referral source automatically. Credit should attach to the application without anyone filling out a separate form.
  • Respond to referred candidates within hours. Route every referral to a recruiter immediately and start communication the same day.
  • Pay bonuses in stages. Tie payments to milestones like hire, academy graduation, and completion of field training, as Los Gatos and Long Beach do. That rewards retention, not just applications.
  • Recognize your top referrers publicly. Recognition at briefings and in department newsletters motivates officers as much as the check.

Referrals are your best lateral recruitment channel

Referral programs are especially effective for lateral recruitment. Officers know other officers, and they know who is unhappy at their current agency. St. Louis leaders pointed out that already licensed laterals can be on the job within weeks rather than the months an academy recruit needs. For a department running mandatory overtime to cover shifts, that difference is enormous.

How Safeguard Connect powers your referral program

A referral bonus without a system behind it is just a memo. Safeguard Recruiting offers a referral program built into Safeguard Connect, the only applicant tracking system built specifically for law enforcement leaders.

Because referrals flow into the same platform as every other applicant, referred candidates never get lost in an inbox or a stack of paper forms. Here is what that looks like in practice:

  • Every referral enters your pipeline instantly. Referred candidates appear on the same drag-and-drop pipeline your recruiters already use, so nobody slips through the cracks.
  • Communication starts immediately. Safeguard Connect sends automated text and email nurturing, so a referred candidate hears from your agency right away instead of waiting on a callback.
  • Results are visible. Real-time dashboards, live analytics, and performance reporting show command staff how referrals are moving through the hiring process.

When a referred candidate gets a fast, professional response, the officer who sent them is far more likely to send the next one. That is what turns a referral bonus into one of the most reliable recruiting tools for police your agency.

The bottom line

Your officers are already your best recruiters. The data shows that most people join this profession because someone they know invited them, and that referred hires stay longer once they arrive. The agencies that win make referring easy, track every referral automatically, and respond to referred candidates fast. The strongest recruiting tools for police combine your people with a system that supports them.

If you are ready to turn your officers into a recruiting force, Safeguard Recruiting can build a referral program inside Safeguard Connect that captures every referral, engages every candidate immediately, and shows you exactly what is working. Book a strategy call with our team and let’s turn your officers’ networks into your next academy class.
